Warren was born in the inner Sydney suburb of Annandale. His family moved out to the suburb of Hillview in the Liverpool district when he was of school age. He played his junior rugby league with the Liverpool City club.

Liverpool, which was a strong club, played in the Parramatta junior competition. Parramatta juniors covered a vast area and had any amount of talented footballers. Being selected in junior representative teams was very competitive so, Warren and his brother Wayne tried a different path.
