Steve Rigney was born in Sydney in 1954 and grew up in the western suburbs. He first played with the Burwood United club before moving across to Concord United. Steve played with Concord for about five seasons along with future Wests team mates, Mick Liubinskas and Jim Myers.
Steve was one of a number of very good under eighteen rugby league players in the Western Suburbs junior rugby league competition in 1972. It was therefore no surprise to see him selected in the Wests Jersey Flegg Cup team that year.
