Frank grew up in the Sydney suburb of Concord. He played rugby league with Mortlake primary school and the Concord United junior club in the 1950’s and early 1960’s.

While attending Homebush Boys’ High School he captained the junior rugby union teams. In his last year at high school Frank made his first representative appearance with the 1963 Oatley Shield team. By 1965, Frank had moved across to the Enfield Federals junior rugby league club and was selected in Wests Jersey Flegg representative team.

Frank was graded in 1967. He played with Wests for three seasons before retiring from the game. After rugby league, Frank became very successful as a businessman in the fast food and thoroughbred racing industries.
